The Innovative Small e-Fleet (ISEF) program will open on August 30 to provide incentives for small fleets seeking to utilize battery-electric or hydrogen fuel cell trucks. The ISEF program is part of the Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP).
The ISEF program requires that participants be privately owned or non-profit trucking companies in California with 20 or fewer trucks and less than $15 million per year in annual revenue. This includes owner-operators. Non-profits are exempt from the revenue cap.
Funding for ISEF includes $33M for innovative solutions such as short-term leases, rentals, and truck-as-a-service and $50M for qualifying purchases of fleet vehicles. Dealerships which offer short-term and permanent purchase options will have the HVIP catalog for customers to check qualification requirements. Fleets using the California Safer program will have fleet sizes auto-verified for the program. Compliance and eligibility can be checked using TRUCRs.
HVIP and the ISEF program will remain open until funding is exhausted. Funding is on a first-come, first-served basis. Guidelines to participate in ISEF are now available through Appendix F of HVIP’s Fiscal Year 2022-23 Implementation Manual.
